First of all, let me start to introduce myself. In previous email I was very quick. My name is Nino Kvernadze and I am a Project Manager with the World Bank COVID-19 Emergency Project Implementation Unit (PIU) at the MoILHSA, since June 16.
The PIU team, together with the Ministry are particularly happy to have your valuable support in procuring hospital equipment, and with this correspondence, I am returning your most-up-to-date file with available quotations. Please, kindly check the added column right to the Notes column, reflecting interest revealed by our partners from the Rukhi Hospital towards selected items.
As requested, we would be happy to have more specifications for our partners responsible for equipping Rukhi Hospital, which is one of the strategic targets under the World Bank COVID-19 Project in Georgia.

During the week, we have worked on obtaining additional quotes and inputs for the items under the “Hospital Equipment” category, including details on brand, models, and updated delivery timelines. These are captured in the updated quotations attached.
In particular, we discussed with our offices in Ukraine, Kosovo and Albania regarding the CT scanner, and are pleased to inform that our colleagues in Ukraine recently concluded an international competitive tender and obtained good results (winning bid was Cannon, 84-slices). Our technical experts and engineers also provided useful feedback on some technical points that the MoH may want to take into consideration regarding the CT room itself (is it purpose-built, radiation requirements, etc.). These are captured in the attached Word file. If the MoH experts would like to discuss any of these points, we stand ready to facilitate accordingly.
In order for us to provide a reliable quote for the ICU Stations (item #71), we would appreciate if you could share additional details/specifications on what the MoH is requiring. With that, we can review and revert with quotations for that item early next week.
Finally, we have engaged multiple suppliers and other UNOPS entities to obtain quotes for ambulances and motorcycles. As you will note, we have several options that match the overall specifications, with slightly different set-up, medical equipment types, and INCOTERMS. For the quote from the Georgian supplier, we are still awaiting further details on the medical equipment included, and will revert with additional details early next week (price will increase accordingly). As previously noted, the indicative quotes of imported commodities are net of transportation charges and UNOPS service fee.
In short, while further information is forthcoming next week, we nevertheless wanted to share the additional work and quotations with you at this point, as important inputs for the MoH’s ongoing considerations.
We remain available for further clarifications or inputs on any of the above, as needed.

Further to the below, and in line with earlier discussions between the Ministry of Health, the World Bank and the UN working group on health procurement, we are pleased to submit for your consideration the quotations UNOPS has prepared for items under the Hospital Equipment category. This list has been discussed and agreed at the UN working group.
You will note that UNOPS is able to cover approx. 75% of the items under this category from existing LTAs/contracts and local quotes obtained. We have matched against existing LTA/contracts and reached out to major suppliers to confirm prices and availability, and inquired with contract managers about supplier performance evaluation. We have also received quotations for majority of the items from local suppliers and checked local offers with the prices available through LTAs.
As a result, UNOPS would be well positioned to supply “Hospital Equipment lines 1 to 30”, the “ER items”, the “Radiology items”, and the “Ward items”. We are not as well positioned to supply the “OR items”, the “Clinical Lab items”, and the “Sterilization items”. We will continue to look into the remaining items under this category, and there is a good chance that UNDP will be able to provide many of them, so we will revert with additional quotations next week.
Kindly note that most of the items are subject to UNOPS quality assurance policy, and that the price of imported commodities is net of transportation charges and UNOPS service fee.
We wanted to share the attached quotations, even if it is not a complete list, as it seems better to send them in batches once available for you to know as quickly as possible and to avoid that we lose the validity of the quotes as the market remains volatile for many of these commodities. As you can see, some of the items are immediately available, others might take time but we will try to expedite procurement process once the agreement is reached.
I remain available for further discussions with your team and with the World Bank teams.

I write to provide you an update on the status of the COVID-19 procurement support by the UN. We have held several rounds of internal consultations among the interested UN agencies, and I am pleased to inform you that we have made good progress on divvying up the work with quotations for the many items on the MoH list.
In light of the urgency for PPEs, and with a view to streamline our support, we decided that UNDP will provide quotations for all the PPE items. They have solicited updated quotes and delivery times, and we are now ready to share them with the MoH. In this regard, I will request our UNDP colleagues to share the list directly with you, with a copy to the rest of us in this email. Kindly let me know if you would like other MoH colleagues to be in copy as well.
On the other categories, it will be UNOPS that provides quotes for the Emergency vehicles, and likely UNICEF/WHO that take care of the Laboratory items, and then UNOPS and UNDP will be sharing the Hospital Equipment items. All of these take a bit more time to validate quotes and delivery times, but we are working on it and will revert asap.
