Dear Members of the Executive Board,
In the context of the preparations for the virtual de minimis World Health Assembly that will open on Monday, 18 May, and following circulation and discussion of previous versions of these documents, please find attached two draft decisions for the forthcoming Seventy-third World Health Assembly:
Please note that no changes have been made to the drafts of these decisions that were circulated on 10 May to Mission Focal Points and Executive Board members and which were discussed at the Briefing for Permanent Missions on 11 May 2020.
As discussed at the Briefing for Permanent Missions, it is necessary to establish whether these draft decisions, which are necessary to ensure that the Health Assembly can take place as envisaged, will be in a position to be adopted by the Health Assembly. To this end, and as discussed at the Briefing for Permanent Missions, Member States are invited to indicate whether they have any objection to these draft decisions in the form attached to this message such as would prevent them being adopted by the Health Assembly. It is understood that this does not represent a formal adoption of these decisions by written silence procedure but is rather an informal means of establishing, in the context of the extraordinary situation that applies and necessitates the holding of the Health Assembly in virtual and de minimis session, whether the draft decisions are in a position to be adopted by consensus at the Health Assembly.
To this end, Member States are invited to signal in writing to the following email address armstrongt@who.int, by 14 May 2020 at 12:00 noon (Geneva time), any objection to the draft decisions.
It is envisaged that, in the absence of objections received by this time, the draft decisions will be submitted to the Seventy-third World Health Assembly under the authority of the Chair of the Executive Board with a view to their adoption by consensus.
Please note that a third draft decision, concerning the written silence procedure, will be circulated separately.
