Thank you very much for sharing with us a draft report of the UNAIDS consultation on evaluation along with revised versions of the UNAIDS evaluation policy and the terms of reference of the evaluation of UNAIDS 2016-2021 Unified Budget, Results and Accountability Framework reflecting the feedback received during the consultation on 29 March 2019. It is especially useful as we couldn’t attend the consultation meeting. The evaluation ToR and the policy are so complex and capture all possible areas of the organizational evaluation that is difficult to add any additional areas to explore. We just would like to emphasize our interest in making of the evaluation’s focus on some of the sections, namely:
- Ability to mobilize and leverage cosponsor resources;
- Ability to consider the country specific needs during planning and implementing broader organizational strategy;
- Support that UNAIDS has provided to countries transitioning from the Major Donors’ funding.
At the end we would like to take opportunity and express our gratitude to UNAIDS regional office for its’ continues political and programmatic support and wish the organization successful completion of the evaluation process that for sure will support its’ further evolution as of a strong joint programme capable to fully mobilize the UN family for HIV/AIDS global response.

This message is to inform you of a multi-stakeholder consultation on evaluation in UNAIDS on Friday, 29 March 2019, to which you are all invited. The consultation will take place at UNAIDS HQ in Geneva in the Kofi A. Annan Room from 09:00h to 15:00h, the day after the Special Session of the UNAIDS Programme Coordinating Board.
The consultation will discuss UNAIDS evaluation policy and efforts to strengthen evaluation in UNAIDS, including an evaluation of the contribution of the Joint Programme to the achievement of the goals and targets in UNAIDS 2016-2021 Strategy.
A provisional agenda for the consultation is attached in English. The French version of the document will be shared by email shortly.
