Please request DM to immediately raise this issue to TTL suggesting (I) to expedite the client connection from Bank side as this is an emergency project and (ii) until the client connection is not fully functional, allow direct payment to the supplier otherwise planned delivery will be canceled by the supplier.

Dear Nino, Tanvir,

 

This is to raise the issue of possible payment delay to the contractors due to delay of ClientConnection set-up from the MoH. Before the PIU is staffed, there are the issues of assigning the two liaisons from the Ministry’s side. As you know well, the setting up the system after the representatives are assigned takes up-to 10 days plus additional 2 to 3 days for processing the payment itself.

 

The first contract under COVID-19 project is already delivered and the contractor submitted the payment claim last week (due by the end of the next week). The advance payment claim from second contractor will be placed today (due in 10 days). The ministry is expecting direct disbursement from the Bank. They are short of the funds and (as far as I was informed) not able to proceed with payment.

 

You might want to consider raising this issue to TTLs for accelerating the ClienConnection set-up and further clarifying this with the DM.
