We spoke. As discussed, I will initiate the MOH registration by invitation, after which they will receive the link to fill out the organization account request. Following information will be needed to fill out the form:
Once the MOH submits the registration, I will receive to review, amend (if needed) and approve. However, please note, that in case they have difficulties to fill out the form, I can also do it on MOH’s behalf. In the meantime, MOF should
prepare and submit Authorized Signatories Letter (ASL).
Please let me know, should you need my help.

Thank you very much for the detailed clarification.
The loan was rectified by the parliament on May 22, 2020. I will double check if there are other disbursement conditions. Otherwise, I will ask counterpart at the ministry to designate a responsible person for the time being, before financial
specialist joins the PIU. On your consent, I would like to share your contact number to the Ministry (if you do not mind, of course).

First of all, Happy Independence Day!
In respect of your request, application for direct payment is filled and submitted through the portal ClientConnection. However, in order to be able to access and start submitting applications for payments: 1) The Project should become
effective (in our case Project is not effective yet) and 2) Client should submit to the Bank Authorized Signatory Letter (the letter) and Signatories should be registered in the system (this is not done yet). I advise to the Client liaise with the Ministry
of Finance and to agree on signatories and submit the Letter to us and set-up access to ClientConnection as soon as possible. In this case once Project is effective they can immediately start submitting applications for direct payments and/or request advance
to designated account. Also if they have available funds at the moment they can use them, apply for retroactive financing once Project is effective.
I am copying Damir in the case if I missed anything and Damir pls advise if in the case of urgency there is way for direct payments provided?
