INTERDEPARTMENTAL COMMISSION

I. GENERAL PROVISIONS
 
1. These Regulations define the functions of the interdepartmental commission (hereinafter referred to as the commission), established by the decision of the Prime Minister of the Republic of Armenia No. 240-a dated March 25, 2011, the procedure for organizing work and making decisions.:
2. In the course of its activities, the Commission is guided by the Constitution of the Republic of Armenia, laws and other legal acts of the Republic of Armenia, international treaties and these rules of procedure.:
 
Second. FUNCTIONS OF THE COMMISSION
 
3. Commission fee՝ 
1) coordinates and regulates the interaction between the Ministry of Emergency Situations of the Republic of Armenia, the Ministry of Health of the Republic of Armenia, the Ministry of Agriculture of the Republic of Armenia (hereinafter referred to as the Ministries) and carries out unified supervision within the framework of the agreement "on cooperation in preventing the spread of technologies, pathogens and experience used in the creation of biological weapons" with the Agency for Biological the Department of Defense of the United States of America (hereinafter referred to as the Ministries) and carries out unified supervision;
2) conducts discussions and makes decisions
. Answer: a. on the expediency of implementing a general program of cooperation, its individual components,
B. professional opinions and specific reasoned proposals from ministries included in the commission,
C. This is about the expediency of involving relevant government agencies and their employees,
D.: Good. the expediency of including specific facilities (laboratories, research centers, etc.) in reconstruction and technical re-equipment programs,
e. providing consent for the participation of a contractor recognized as the winner in tenders announced for the implementation of programs, as well as in relations with subcontractor organizations (working consultations, discussions, etc.) to relevant government agencies and individual representatives of the Republic of Armenia as parties,
e. determining the financial components of planned programs, establishing ongoing monitoring of their implementation,
this. On the expediency of importing and exporting materials, equipment, and pathogens to the Republic of Armenia for peaceful and scientific purposes;

3) requests and receives reports from ministries on the progress of current programs and the results of completed programs;
4) organizes the process of developing a national policy (concept) in the field of public health and biosafety;
5) if necessary, in connection with the suspension, termination and restoration of the agreement, conducts discussions, develops proposals with ministries and other interested government bodies and submits them to the Ministry of Foreign Affairs of the Republic of Armenia.: 
 
Third. ORGANIZATION OF THE COMMISSION'S WORK
 
4. The members of the commission perform their duties on a public basis.:
5. The Commission organizes its work in the form of meetings.:
6. The Chairman of the commission convenes meetings of the commission on his own initiative or through the mediation of representatives of ministries.: 
7. Meetings of the commission are conducted by the chairman of the commission or his deputy.: 
8. Decisions of the commission are made by open voting, by a majority vote of the meeting participants.:
9. Minutes are drawn up on the issues discussed and decisions taken.:
10. The agenda of the commission's meetings is formed by issues requiring current solutions, as well as by ministries or other departments by presenting issues requiring urgent solutions.:
11. The working process of the chairman of the commission or his deputy is organized in the form of a written request between meetings by the chairman of the commission or his deputy.:
12. The decisions taken at the meetings of the commission and the minutes drawn up shall be signed by the Chairman of the Commission or, on his instructions, by the Deputy Chairman of the Commission:
