i. Introduction Armenia and NATO have a long history of cooperation over many decades. Armenia is a reliable and committed partner of NATO. Armenia considers the development and strengthening of Armenia's relations with Euro-Atlantic structures and the European Union among the priorities of Armenia's foreign policy. Armenia is committed to strengthening regional security and stability in the Caucasus and is determined to work constructively to develop and improve relations aimed at achieving this goal. Armenia continues to participate in and support the efforts of the OSCE Minsk Group Co-Chairs to find a peaceful solution to the Nagorno-Karabakh conflict acceptable to all parties to the conflict. Armenia is ready to normalize relations with Turkey without preconditions. Seeking mutual benefit, Armenia and NATO are adopting this Individual Partnership Action Plan (IPAP) to facilitate policy consultations and practical cooperation, implement the goals and principles of Partnership for Peace, and implement the objectives of the Partnership Action Plan for the Establishment of Defense Institutions (PAP-DIB). This IPAP is based on the experience gained during the implementation of 5 IPAP cycles, first launched in 2005. Progress in the areas of cooperation covered by this IPAP will be reviewed at the end of the current cycle in 2021. II. SCOPE OF COOPERATION Armenia and NATO will: - Promote understanding of regional security issues through consultations; - Contribute to further progress in democratic reforms, human rights protection and the rule of law; - to promote reforms in the field of security and defense of Armenia; - Enhance Armenia's interoperability and participation in NATO exercises, operations and missions, as well as in multinational peacekeeping and crisis management operations within the framework of the UN mandate; - to promote practical cooperation on issues of common interest; - Further strengthening Armenia's capabilities in the fight against international terrorism and organized crime, enhancing its cybersecurity capabilities, including by improving the protection of critical infrastructure and information systems from cyber attacks. - To ensure Armenia's continued contribution to security and cooperation in the South Caucasus region, including through its participation in the Science for Peace and Security (SPS) program. Armenia's further cooperation with the SPS Program and the implementation of new projects funded by SPS in such areas as protection against NWFRS, cyber defense, women's peace and security (UN Security Council Resolution 1325), environmental safety, etc.… - Further improvement of national disaster and crisis management and coordination capacities, as well as emergency preparedness to deal with natural disasters and various (asymmetric) threats. Strengthen national capacities and links with the NATO EADRCC to facilitate international disaster relief. The key purpose of the relationship The key objectives of this collaboration include, but are not limited to:: - maintaining political dialogue at all levels and in formats, including on broad regional issues, democratic and institution-building, as well as the reform and modernization of Armenia's defense and security sector and strategic and conceptual documents; - supporting Armenia in strengthening democratic institutions and processes; - Support for Armenia's interoperability, deployment capabilities, and mobility, including through participation in PARP and OCC processes, NATO operations, missions, and exercises, as well as through a partnership program.; - Support the reform of Armenia's defense and security sector through programs to build defense institutions and capacities, including in the areas of good governance, military education and retraining, as well as joint work on UN Security Council Resolution 1325 on women, peace and security; - exchange of views on emerging security issues and identification of potential areas of cooperation; - Continuation of visits and exchanges of military and civilian personnel; - Facilitating participation in regional programs and exercises sponsored by NATO, including in the field of civil preparedness.
